Answer: (a) Arunachal Pradesh

Pakhui (Pakke) Wildlife Sanctuary and Tiger Reserve is in Pakke-Kessang (formerly East Kameng), Arunachal Pradesh.

The idea

Pakhui, now usually called Pakke, lies in the Himalayan foothills of western Arunachal Pradesh, between the Kameng river on the west and the Pakke river on the east. Across the State border it continues as Nameri in Assam.

Assam plains: Nameri → State border → Arunachal foothills: Pakke → Higher up: Eaglenest and Sessa

Why the others are wrong

(d) Nagaland borders Arunachal, but Pakke is on the Assam–Arunachal border.

Pakke is known for four species of hornbill. Men of the Nyishi tribe once wore real hornbill beaks on their headgear; they now use fibre-glass copies and guard nests under a nest adoption programme. The yearly Pakke Paga Hornbill Festival celebrates this. Arunachal has three tiger reserves: Namdapha, Pakke and Kamlang.
