FAO’s Strategic Framework 2022–31 rests on the “four betters”: better production, better nutrition, better environment and a better life.
The idea
The “four betters” are the frame of FAO’s whole plan for 2022–31, for crops, livestock, forests and fisheries alike. They were not written for the ocean. So the correct set has no ocean word in it.
Better production → Better nutrition → Better environment → Better life → Motto: leaving no one behind
Why the others are wrong
(a) “Better ocean” sounds right for a sea topic, but it is not one of FAO’s four.
The trap
The four betters are FAO-wide (not ocean-specific), so the ocean-sounding words are the traps.

Blue Transformation is FAO’s plan for food from water. It has three aims: expand aquaculture in a sustainable way, manage all fisheries properly, and improve the value chain so that less fish is wasted. FAO (Rome, 1945) publishes the State of World Fisheries and Aquaculture report. The third UN Ocean Conference was held at Nice, co-hosted by France and Costa Rica.
