Show the answer and explanation

Answer: (a) 1 and 2 only

The EU started it and it supports developing countries.

Statement by statement

1. ✓ CORRECT The GCCA was launched by the European Union in 2007.

2. ✓ CORRECT It helps poor and vulnerable countries build climate change into their policies and budgets.

3. ✗ WRONG WRI and WBCSD coordinate the Greenhouse Gas Protocol, not the GCCA.

The idea

The poorest countries and small islands emit the least but are hit the hardest, and they lack money and trained staff. The European Union set up this alliance in 2007 to give them grants and expertise so that climate risk enters their national plans and budgets.

EU gives grant and technical help → Least developed countries and small island states → Climate risk is written into plans and budgets → Projects on coasts, farming, forests, disasters

The trap

Statement 3 borrows the coordinators of a different initiative (the GHG Protocol).

Also know

Statement 3 uses the pair WRI + WBCSD. That pair belongs to the Greenhouse Gas Protocol, which UPSC had asked just one year earlier (2016). The wrong statement here was built from the previous year’s right answer. The alliance’s later phase is called GCCA+.

🔒 GCCA (2007) = EU. GHG Protocol = WRI + WBCSD.
