The idea
Lignite is brown coal with high moisture and less heat per unit than higher-rank coal. Neyveli’s lignite belongs to the younger deposits traditionally grouped as Tertiary in these PYQs. Coal rank describes its properties; geological age describes when the deposit formed.
Why the others are wrong
(a) Gondwana coal is in the Damodar and Mahanadi valleys.

Jayamkondam is another Tamil Nadu lignite location; Gujarat’s Kachchh and Rajasthan’s Bikaner region also have lignite deposits. Jharia and Raniganj are Gondwana coalfield anchors. Low-rank lignite is often used near its mine because moving its moisture adds transport cost.
