Statement by statement

1. ✓ CORRECT — Art. 77(3) The Government of India (Transaction of Business) Rules and (Allocation of Business) Rules are made by the President under Art. 77(3).

2. ✗ WRONG — Art. 77(1) Art. 77(1): all executive action shall be expressed to be taken in the name of the President.

The idea

Art. 77 has three clauses: (1) actions in the President’s name; (2) orders authenticated as the rules specify — and their validity cannot be questioned merely because the President did not personally make them; (3) the Business Rules. The State version is Art. 166.

Why the others are wrong

(b) Swaps the two: it is the President’s name on executive action.

(c) Statement 2 replaces the President with the PM.

(d) Statement 1 quotes Art. 77(3) almost word for word.

Statement 1 is long and legal-sounding, which makes it feel like a trap. It is the plain text of Art. 77(3).
