Answer: (b) 1 and 2 only
No power over Money Bills or Demands for Grants, but it can discuss the Budget.
Statement by statement
1. ✓ CORRECT — Art. 109 It can only make recommendations within 14 days; the Lok Sabha may accept or reject them. After 14 days the Bill is deemed passed.
2. ✓ CORRECT — Art. 113 Demands for Grants are voted by the Lok Sabha only.
3. ✗ WRONG The Budget (Art. 112) is laid before both Houses, and the Rajya Sabha holds a general discussion on it.
The idea
Budget stages: presentation → general discussion (both Houses) → departmental committees → voting on demands (Lok Sabha only) → Appropriation Bill → Finance Bill. Both of the last two are Money Bills.
Why the others are wrong
(a) Drops 2 — the Rajya Sabha has no vote on Demands for Grants.
(c) Accepts 3, which is false: discussion is allowed.
(d) The Rajya Sabha discusses the Annual Financial Statement every year.
The trap
Statement 3 extends a real limit (no voting) into a false one (no discussion).
