The remainder rule is Art. 243E(4).
Statement by statement
1. ✗ WRONG — 21 Art. 243F lowers the age to 21, even though MLAs must be 25.
2. ✓ CORRECT — Art. 243E(4) It serves only what was left of the dissolved Panchayat’s five years. (If less than 6 months remain, no fresh election is needed.)
The idea
Art. 243E: five-year term from the first meeting · election before expiry, or within 6 months of dissolution · a reconstituted Panchayat gets only the remainder. The same pattern for Municipalities is in Art. 243U.
Why the others are wrong
(a) 25 is the MLA age. Panchayats need 21.
(c) Statement 1 uses the wrong age.
(d) Statement 2 is correct.
The trap
25 is the age for the Lok Sabha and Assemblies, so it looks right.
