The near side is covered in craters (and dark maria).

The idea

The Moon’s near side preserves many impact marks because it lacks Earth-like weathering and active plate recycling. Its dark plains are ancient lava-filled basins called maria. The same broad face stays towards Earth because lunar rotation and revolution have matching periods.

Space bodies strike the lunar surface → Impacts excavate craters → Some large basins later fill with lava → Little atmospheric weathering removes the marks → Craters and dark maria remain visible

Why the others are wrong

(a) The Moon has almost no atmosphere.

(b) There are mountains, but craters are the defining feature.

(d) No air means no dust storms.

The lunar far side also has many craters, but much less area covered by maria. “Far side” does not mean permanently dark: both sides receive sunlight during the lunar cycle. The Moon has an extremely thin exosphere rather than an Earth-like atmosphere, so its dust is not moved by ordinary atmospheric winds.
