First, the concept

The State legislature copies Parliament with one big difference: a second House is optional. Only six States have a Legislative Council today, and Uttar Pradesh is one of them.

Special provisions (Article 371 series) are promises made when a State joined or was formed: Nagaland's customary law, Sikkim's old laws, Hyderabad-Karnataka's development board.

⚠️ Uttar Pradesh has a Legislative Council; Rajasthan, Madhya Pradesh and Punjab do not. Parliament abolishes or creates a Council, but only after the Assembly asks. 371A is Nagaland, 371F Sikkim.
