The idea

Before a country can be paid for saving forest carbon it must be ready to prove the saving: a baseline of past deforestation, a system to measure forests, and safeguards for people who live there. The Forest Carbon Partnership Facility pays for this preparation and then buys the verified results.

Readiness Fund: build the baseline and the monitoring system → Country runs its REDD+ programme → Emission reductions are verified → Carbon Fund pays for them

The trap

Statement 2 sounds like a natural use of forest money, but the FCPF funds countries, not researchers.

The facility started in 2008 and the World Bank is its trustee. Its money goes to countries, not to universities or individual scientists. REDD+ moves in three stages: readiness, implementation, results-based payment.
