The idea
Constitutional bodies that report through the President to Parliament: Finance Commission (281) · CAG (151) · UPSC (323) · NCSC (338) · NCST (338A) · NCBC (338B) · Special Officer for Linguistic Minorities (350B). The ECI and the GST Council have no such requirement.
Why the others are wrong
(a) The CAG and NCSC reports also go through the President.
(b) Keeps the PAC report, which never passes through the President.
(d) The PAC reports straight to the Lok Sabha.

The PAC examines the CAG report, so they seem to belong together. The PAC is Parliament’s own committee.
