Answer: (a) Gujarat

Gujarat (Kutch, Bharuch) has lignite after Neyveli (TN).

The idea

Lignite is brown coal with relatively high moisture and lower heating value than more mature coal. Its deposits need not share the main Gondwana coal distribution. The question asks for occurrence outside Neyveli, not for a production ranking.

The trap

Rajasthan (Barmer) also has lignite, but it isn’t an option.

Panandhro in Kachchh is a Gujarat lignite anchor. Palana and Barsingsar near Bikaner are Rajasthan counterparts. Jayamkondam is another Tamil Nadu deposit; high moisture makes lignite less attractive for long-distance transport.
